Tiger has always been a relatively decent signer, but the overwhelming challenge with getting a Tiger Woods autograph is the huge demand.
With his "rockstar" status and continuing pursuit of Jack Nicklaus' major-tournament records, Tiger is a premium signature.
Tiger walks as he signs, and usually tends to sign hats and tickets more frequently than other items such as photographs, magazines, or flags.
I was able to get Tiger's autograph my first and only of countless times trying in 1996 when he was still on the Stanford golf team. He graciously signed a golf ball for me and was very polite.

and Jack Nicklaus before him, Woods soon stopped signing golf balls, even for fellow tour players, shortly after turning pro. The reason they stopped signing golf balls is still speculation, though Palmer has cited he did so to combat forgeries.
I think it's mainly due to the difficulty of signing a golf ball - you actually have to turn the ball as you sign it.
It's unfortunate though, a bright white golf ball signed with a black sharpie has a dramatic contrast to it. Some of the other players on tour will still sign golf balls, but it's hit and miss at best to know who will or wont, depending on their mood.
